Identity company CLEAR and General Dynamics Information Technology (GDIT) have formed a strategic collaboration to deploy CLEAR’s CLEAR1 identity platform across United States federal health and civilian agencies. Announced on May 20, the agreement names GDIT as CLEAR’s preferred federal systems integrator for delivering the platform into government environments.
CLEAR1 is the company’s enterprise identity platform, which verifies a person by combining a government-issued identity document check with a selfie match, allowing users to prove who they are without a password. It is the business-to-business and government layer of CLEAR’s identity products, separate from the airport security lanes the company is best known for, and is aimed at workplace, healthcare, and government verification.
Under the collaboration, GDIT will act as the integrator that delivers and operates CLEAR1 inside federal systems, and the companies will develop joint solutions through GDIT’s Emerge Labs. The work focuses on health and civilian use cases such as secure access to electronic records and the reduction of identity-driven fraud. GDIT has already integrated CLEAR1 into its hybrid multi-cloud offerings supporting the Centers for Medicare and Medicaid Services, giving the collaboration an existing federal health reference point.

The collaboration builds on steps CLEAR has taken to make CLEAR1 usable in government settings. The platform has reached FedRAMP In Process status at the Moderate impact level, a stage in the federal authorization process that requires an agency sponsor, implemented security controls, and independent assessment. CLEAR1 has also been added to Medicare.gov as one of the identity options for account access, alongside Login.gov and ID.me.
For federal health and civilian agencies, the arrangement provides a single integrator path for adding document-and-selfie identity verification to systems holding sensitive records. The collaboration covers deployment and joint solution development; specific agency contracts were not detailed in the announcement.
