Google Rolls Out ‘Play Age Signals API’ to Help Developers Comply with New US State Age-Assurance Laws

In response to a new wave of U.S. state laws requiring online age verification, Google is rolling out new tools for its Google Play ecosystem. New laws in Texas, Louisiana, and Utah require app stores to use a “commercially reasonable method” to verify a user’s age category.

Google’s solution is the new Play Age Signals API (beta). This API will not perform a universal age check itself. Instead, it will provide developers with a user’s “age verification or supervision status, age ranges, and other applicable signals”.

This is a subtle but critical strategic move that positions Google as an intermediary rather than a direct enforcer. Google provides the plumbing, but developers will be required to ingest this data and build the age-appropriate experiences themselves. This approach effectively shifts much of the legal and operational liability for compliance from Google’s platform to the millions of developers who build on it.

The API is being rolled out on a state-by-state basis, meaning it is the first piece of technical infrastructure for a new, geofenced app ecosystem. Developers in the U.S. will no longer be able to build a single app for the entire market; they must now account for a fragmented map of regional compliance rules, a change that will dramatically increase complexity and cost. The move is part of Google’s broader online safety push, which includes centralized parental controls and a ban on ad personalization for minors.

The development reflects growing global momentum for age verification systems in mobile contexts. Google has been developing age estimation tools that have received regulatory approval in jurisdictions like the UK, while other countries have implemented mandatory age verification on major platforms. The EU is also piloting privacy-focused digital age verification tools as part of its broader digital identity strategy, and the UK has enforced mandatory age verification for online adult content under its Online Safety Act.

Meanwhile, states are developing complementary mobile identity solutions for age verification. Arizona has launched a Smart ID Verifier app that allows retailers to accept mobile IDs for age checks, while Google has been enhancing Android’s digital ID capabilities with Zero-Knowledge Proofs for privacy-preserving age verification.
