Himachal Pradesh has become the first state in India to implement Aadhaar-based facial authentication technology for ration delivery under the country’s Public Distribution System (PDS). The state received national recognition and an award from the Unique Identification Authority of India (UIDAI) during the Aadhaar Day celebrations in Hyderabad on September 29, 2025, as part of UIDAI’s “Samvad” programme.
The implementation is part of India’s broader initiative to mandate biometric authentication for its Public Distribution System starting May 1, 2025. The technology emerged from collaboration between the state’s Food, Civil Supplies and Consumer Affairs Department, the Department of Digital Technologies and Governance (DDTG), and UIDAI. The system offers a cost-effective and simple operation while achieving higher authentication success rates compared to traditional methods.
The facial authentication system has been implemented at fair price shops (ration depots) across the state, enabling biometric verification of beneficiaries during ration distribution. The system particularly benefits senior citizens, specially-abled individuals, and residents in remote areas who often experience difficulties with fingerprint or OTP-based authentication methods. The advancement follows UIDAI’s successful expansion of Aadhaar face authentication capabilities to various sectors across India.
“Himachal Pradesh leads in introducing face authentication based ration distribution at fair price depots,” said a spokesperson from the Food, Civil Supplies and Consumer Affairs Department. “The solution was developed by the Food, Civil Supplies & Consumer Affairs Department in consultation with the DDTG Department and UIDAI. The innovation is cost-effective, simple to operate and ensures stronger governance with a higher authentication success rate.”
The new system supports national initiatives for Aadhaar-based eKYC processes in ration card verification, which became mandatory across India by March 2025. The facial authentication system represents a significant advancement in the technological infrastructure of India’s public distribution system, with Himachal Pradesh establishing itself as a pioneer in biometric innovation for ration delivery. The development builds upon UIDAI’s growing portfolio of facial authentication applications, which includes implementations in medical college attendance tracking, telecom services, and government recruitment examinations.
