U.S. Immigration and Customs Enforcement (ICE) is evaluating artificial intelligence-powered iris recognition technology to assist in identifying migrants, marking a significant expansion of the agency’s biometric capabilities. The technology enables iris scanning and matching against existing photo databases using standard mobile devices, building upon ICE’s previous deployments of biometric identification systems for enforcement operations.
The system uses common mobile devices, including iPhone cameras, to capture iris biometric data. “The iris is the part of your eye that everybody sees. The color, it has stripes in it, these sorts of things, and they are unique to an individual. In general, it’s quite accurate,” said Steve Beaty, computer science professor at Metropolitan State University of Denver. Beaty noted that the technology’s ability to operate on everyday devices makes it more economically viable than traditional biometric systems, representing a shift from specialized hardware to more accessible mobile solutions.
ICE has issued a formal procurement notice for two iris recognition products: one focused on iris pattern identification and another providing data through a mobile application interface. The procurement follows broader trends in mobile biometric adoption across government and security sectors, where AI and mobile technologies are increasingly driving identity management solutions. While specific deployment plans have not been confirmed, an ICE spokesperson indicated that the agency employs various technologies while maintaining respect for civil liberties.
The implementation of biometric scanning technologies is governed by state-level regulations. In Colorado, where this technology is under consideration, law enforcement agencies must disclose their use of facial recognition technology, part of a growing trend of enhanced oversight of biometric border control technologies. “The way that we saw facial recognition working was with one to identify and match, right, versus profiling. That’s two different things,” said State Representative Jennifer Bacon.
Technical specifications regarding the scanning range capabilities vary in reports, with some sources indicating a 10-15 foot range while others specify 10-15 inches. The variation may reflect differences between product specifications or evolving technological capabilities, as mobile biometric scanning continues to advance in both accuracy and operational range. The technology represents part of a broader shift toward mobile-based identity verification systems being adopted across various government agencies and border control operations.
