India’s Department of Pension & Pensioners’ Welfare (DoPPW) will conduct its fourth nationwide Digital Life Certificate (DLC) drive for pensioners from November 1 to November 30, 2025, building on the success of its digital benefits verification system that has already saved the government an estimated $40 billion through fraud prevention.
The DLC Campaign 4.0 aims to generate 2 crore Digital Life Certificates across 2,000 districts and sub-divisional headquarters throughout India. The system uses biometric authentication through Aadhaar, allowing pensioners to verify their life status using either fingerprint or facial recognition technology instead of submitting physical certificates. The authentication process leverages the UIDAI’s advanced facial recognition capabilities, which have been progressively enhanced since their introduction in 2024.
The digital verification process is mandatory for all government pensioners to maintain uninterrupted pension payments. A significant advantage of the system is that pensioners can submit their life certificates digitally without visiting banks or government offices, which particularly benefits elderly, disabled, or mobility-impaired individuals.
The India Post Payments Bank (IPPB) is deploying its network of 1.8 lakh postmen and Gramin Dak Sewaks to conduct doorstep DLC camps, ensuring coverage even in remote areas. The initiative extends IPPB’s expanding role in India’s financial inclusion efforts and its integration with the country’s broader digital transformation strategy. The program involves collaboration with 19 pension-disbursing banks, UIDAI, MeitY, and various ministries. Each certificate receives a unique Pramaan ID that is automatically shared with pension authorities.
The previous campaign in 2024 achieved the generation of over 1.62 crore DLCs through approximately 1,900 camps in more than 800 districts, with 50 lakh certificates processed using face-recognition technology. Building on this success, the 2025 campaign has set a target of 2 crore DLCs.
“Universal coverage and ease of living for pensioners” through advanced face authentication technology remains the campaign’s primary goal, according to the Personnel Ministry. The DoPPW has emphasized its commitment to reaching “even the remotest corners of the country, ensuring that every pensioner — including those who are aged, disabled, or unable to travel — can submit their life certificate digitally and continue receiving pension benefits without disruption.”
The program supports the government’s broader digital inclusion goals and improves quality of life for senior citizens by streamlining pension administration processes. It complements other recent developments in India’s digital identity infrastructure, including the upcoming launch of an AI-powered e-Aadhaar mobile app that will further enhance digital identity verification capabilities.
