SIM Swap Fraud Surges 1,000%, Causing Billions in Global Losses

SIM swap fraud incidents have increased dramatically, with unauthorized SIM swaps growing by over 1,000 percent in recent years, particularly in 2024 and 2025. The scheme occurs when criminals convince mobile phone providers to transfer a victim’s phone number to a fraudster-controlled SIM card, enabling the interception of calls, messages, and two-factor authentication codes. The surge follows a similar pattern observed in the UK, where cases rose by 1,055 percent in a single year.

The financial impact has been substantial, with account takeover fraud (ATO), including SIM swapping, costing approximately $23 billion in 2023 in the United States alone – a 13 percent increase from the previous year. Global fraud losses are projected to reach $5 trillion, with SIM swapping representing a significant portion of these losses. The trend has prompted organizations like Google to mandate stronger authentication measures and push for the adoption of passkeys as an alternative to traditional SMS-based verification.

Cryptocurrency-related SIM swap attacks have resulted in particularly notable losses, including incidents involving 780 BTC in August and 3,500 BTC in April 2025. In the United Kingdom, Kent police reported 102 SIM swap cases in 2024, with criminals acquiring “six-figure sums” through these schemes. The vulnerability of cryptocurrency accounts to SIM swapping has led to the development of specialized security solutions incorporating multiple authentication factors.

The elderly population has been disproportionately affected, with scam losses among those aged 60 and older quadrupling between 2020 and 2024. Some individual losses exceeded $100,000, and many cases remain unreported, suggesting the actual financial impact is larger than documented.

The surge in SIM swap fraud is attributed to several factors, including the deployment of AI and social engineering techniques that enable more convincing impersonations and phishing messages. To combat this, telecommunications providers are implementing AI-powered scam detection systems and enhanced verification protocols. Fraudsters have developed sophisticated methods of psychological manipulation and layered deception, including fake support calls that bypass traditional technological safeguards.

“Awareness is our strongest defense against scams. Scam victims reach out to my office every day with stories about deceptive schemes designed to steal their money, their identity, or both,” said Maine Attorney General Aaron Frey.

“Ultimately, as victims continue to be helpless towards the relentless attacks from fraudsters, the fraud business will remain busy,” said David Murphy, President of Marshfield Medical Center Credit Union.

Industry experts emphasize that addressing this threat requires a multi-faceted approach combining identity verification, behavioral biometrics, and machine learning detection tools, alongside enhanced regulatory enforcement and public education initiatives. Recent developments in behavioral biometric platforms and AI-powered fraud prevention systems are showing promise in detecting and preventing SIM swap attempts before they succeed.
