The United Nations Development Programme (UNDP) Moldova has issued a new procurement notice for an individual consultant to support the operationalization of the country’s Digital National Farmers Registry (dNFR), marking a key step toward institutionalizing digital farmer data management under the nation’s EU-aligned agricultural policy framework.
According to the procurement listing (UNGM reference: ITB-MDA-00880), the assignment will help transition the dNFR from its pilot phase into full operational readiness within Moldova’s Agency for Interventions and Payments in Agriculture (AIPA). The work forms part of Moldova’s broader digital transformation agenda and its efforts to align with the EU’s Common Agricultural Policy through the Integrated Administration and Control System (IACS) structure.
The Terms of Reference (TOR) emphasize institutional assessment and capacity building rather than software development. The selected consultant will evaluate AIPA’s readiness to manage the registry, identify operational and staffing gaps, and develop a structured plan for implementation. The consultant will also design and deliver training programs and workshops to strengthen AIPA’s ability to run dNFR processes.
The 60-working-day assignment will run from January through May 2026, with staged deliverables including an institutional assessment, a capacity-building package, and a final report. Evaluation will weigh proposals 70 percent on technical merit and 30 percent on cost, with a minimum technical threshold of 49 points required to advance to financial evaluation.
While the TOR does not specify new software development, the consultancy signals a shift from pilot testing toward sustained operations. This stage often precedes wider-scale rollouts such as expanded farmer onboarding, integration with land and payment systems, and potential use of Moldova’s national eID infrastructure for identity verification.
UNDP previously supported the pilot implementation of the dNFR and related digital agriculture initiatives. Moldova’s ongoing e-government modernization includes the launch of the EVO app, which provides citizens with access to digital identity and public services.
