Central Bank of Egypt Launches "Haweya" Digital Identity Platform

The Central Bank of Egypt (CBE) has formally launched Haweya, a national digital identity platform intended to support remote onboarding and financial inclusion. According to local reporting, Haweya allows individuals to create a digital identity that can be used to open bank accounts and access financial services without visiting a branch, while giving banks a standardized mechanism for identity verification and KYC.

Haweya is described as part of a broader financial inclusion strategy that also includes instant payment infrastructure and open banking initiatives. The digital identity platform is expected to integrate with government databases for identity verification, enabling banks to confirm customer details electronically and reduce manual paperwork. CBE officials say the system is designed to improve access for underserved populations, including those in rural areas, while maintaining compliance with anti-money-laundering and counter-terrorist-financing rules.

For regional and international financial institutions operating in Egypt, Haweya introduces a centralized, regulator-backed identity service that could streamline onboarding, especially in digital-only channels. At the same time, it places additional emphasis on how banks manage authentication and authorization on top of a shared identity layer, and on how they secure API-based integrations with the platform.

The launch positions Egypt within a broader wave of African digital identity initiatives, including Ethiopia’s Fayda system, which has rapidly scaled to serve millions of citizens. Like similar initiatives across the region, Haweya aims to balance financial inclusion goals with the security and fraud prevention requirements that regulators and banks demand.
