EU's Digital Identity Wallet Initiative Set for 2026 Launch with Mastercard Integration

The European Union is advancing its digital identity initiative through the European Digital Identity (EUDI) Wallet, building on the foundation established by the eIDAS 2.0 framework. The project aims to provide EU citizens and businesses with a secure digital identity solution by 2026, enabling users to manage digital credentials for identity verification, age confirmation, and professional qualifications while maintaining strict privacy controls.

Under the initiative, all EU member states must provide citizens access to an EUDI Wallet by 2026, following successful pilot programs and technical implementations. The wallet is designed as a secure mobile app protected by biometrics and encryption, allowing users to prove specific attributes while maintaining privacy. The European Commission has established a mutual-recognition framework for third-country digital wallets, enabling international interoperability – a development that has already attracted interest from countries like Japan, which is considering the EUDI model for its own digital ID system.

Two EU co-funded Large Scale Pilots are currently developing and testing the EUDI Wallet ecosystem. The APTITUDE consortium is focusing on travel credentials and vehicle registration, while WE BUILD is addressing business interactions and payments integration. These pilots build upon earlier successful implementations of digital identity solutions across various EU member states, including Germany’s development of its own EUDI wallet with private sector collaboration.

The initiative features significant payment industry involvement, with efforts to standardize strong customer authentication and integrate payment credentials. The integration supports the EU’s broader strategy to develop independent payment infrastructure and reduce reliance on international providers. Mastercard, which has previously launched digital identity protection services in other markets, is participating in pilot projects for age verification and secure tokenization of payment credentials within the wallet.

“It’s not just about doing a wallet. It’s doing a wallet, and having it work within that emerging ecosystem,” says Steve Pannifer, SVP of digital identity at Fime.

The EUDI Wallet represents part of a broader EU strategy to enhance digital sovereignty, including development of a digital euro on public blockchains. The implementation timeline presents technical challenges due to the complexity of creating a wallet that functions within an emerging ecosystem of digital identities and payments, while meeting upcoming regulatory changes such as PSD3 and enhanced security requirements for financial services.
