Microsoft has announced plans to retire the built-in Mobile Plans app in Windows 11, transitioning to a web-based experience for mobile data plan management. The change will take effect on February 27, 2026, when the app will stop functioning and be removed from the Microsoft Store. The move is part of Microsoft’s broader initiative to modernize Windows 11’s authentication and connectivity features.
Under the new system, users will purchase and manage cellular data plans directly through carrier websites, while Windows Settings will handle the technical aspects of eSIM provisioning and connectivity. The change streamlines the user experience by eliminating the need for a separate application, building on Microsoft’s previous collaboration with IDEMIA for eSIM implementation in Windows devices.
The transition will not affect Windows 11’s cellular capabilities. Users with cellular-enabled PCs will maintain their ability to connect to networks, and existing plans and services will continue without interruption. The primary change involves moving plan purchases and account management to carrier websites, following industry trends toward carrier-controlled eSIM management similar to implementations by major telecoms like KDDI.
The technical implementation includes secure sharing of device identifiers such as EID or IMEI with carriers when users purchase plans. With user consent, the system enables automatic eSIM provisioning without requiring manual QR code scanning or activation code entry. The approach incorporates enhanced security measures that have become increasingly important as SIM-based security threats have evolved.
For mobile carriers, the change provides greater direct control over billing, support, and purchase workflows through their own web platforms. Microsoft is working with operators to update Windows links that will direct users to appropriate carrier account pages, similar to the approach taken by other device manufacturers implementing eSIM technology in laptops.

Users currently using the Mobile Plans app are advised to document their active plan details before the app’s removal. Microsoft recommends bookmarking relevant carrier eSIM activation pages and consulting carrier support for Windows-specific guidance.
