Vietnam has launched NDAChain, a national blockchain platform designed to support the country’s digital transformation strategy by providing infrastructure for digital identity, government records, and public sector data management. The platform marks a significant blockchain integration initiative by a national government, building upon Vietnam’s ambitious goal to become a top 30 digital nation by 2030. The system encompasses multiple sectors including government affairs, finance, healthcare, logistics, and education.
NDAChain uses a hybrid decentralization model that combines centralized data storage with decentralized verification mechanisms. The architecture allows for administrative control while maintaining transparency and reducing risks of data manipulation. The design supports Vietnam’s recent initiatives in digital governance, including the implementation of comprehensive data protection laws and enhanced digital identification systems.
The platform features a three-layer structure, with Layer 1 consisting of 49 validator nodes operated by a consortium of public agencies and major corporations. These include the National Data Center, Ministry of Public Security, SunGroup, Zalo, Masan, MISA, Sovico, and VNVC. The nodes maintain a shared digital ledger, execute smart contracts, and interface directly with Vietnam’s national ID system, VNeID, which has been rapidly expanding to include both citizens and foreign residents.
As a verification layer for the National Data Center, NDAChain validates incoming data and enables real-time, cross-sector access for stakeholders. The platform incorporates support for programmable legal contracts and asset tokenization capabilities, complementing Vietnam’s mandate for biometric authentication in banking services by 2025.
“Vietnam has chosen a hybrid data architecture that blends centralized and decentralized components,” said Nguyen Huy, Head of Technology at the National Data Association. “NDAChain acts as a protective layer for the nation’s live data, critical to our digital society and economy.”
The implementation timeline indicates full integration with the National Data Center by the end of 2025, followed by expansion to local governments and universities by 2026. The system is designed to facilitate secure data flow, authentication, and integration across government, finance, healthcare, logistics, education, and social services sectors.
Key benefits of the platform include enhanced security against data forgery and cyberattacks, improved transparency through verifiable government records, operational efficiency through smart contract automation, scalability to accommodate increasing data volumes, and seamless cross-sector data sharing capabilities. The infrastructure development supports Vietnam’s broader digital security initiatives, including recent partnerships between major telecom operators and the GSMA Open Gateway program.
