Vietnam Outlines Digital Nation Strategy at GSMA Summit, Targets Top 30 Status by 2030

The GSMA Digital Summit in Hanoi has highlighted Vietnam’s ambitious digital transformation goals and strategies to combat emerging fraud threats. The event, held on April 15, 2025, brought together key stakeholders from government, industry, and technology sectors to address the challenges of secure digital growth, building on Vietnam’s recent mandate for biometric authentication in banking services.

Vietnam has set its sights on becoming one of the world’s top 30 digital nations by 2030 through its National Digital Transformation Programme. The initiative encompasses nationwide 5G and fiber optic coverage, development of over 100,000 digital technology businesses, and building a digital-skilled workforce of 1.5 million people.

The country has shown strong digital infrastructure readiness, leading globally in IPv6 adoption with over 55 percent of users connected via the protocol. The integration of AI, 5G, and GSMA Open Gateway technologies is driving innovation across industries and public services while helping to reduce the urban-rural digital divide.

Digital security emerged as a central focus, with data showing 74 percent of Vietnamese consumers use e-wallets, while 89 percent express concerns about account hacking and 95 percent worry about personal data misuse. The summit addressed practical anti-fraud measures, including real-time transaction verification, multi-factor authentication, and Silent OTP solutions, supporting the country’s broader push toward SMS-free authentication methods.

The summit highlighted Viettel’s leadership in 5G implementation, with use cases spanning smart manufacturing, precision agriculture, and enhanced public services comprising nearly one-third of the main stage agenda. These applications demonstrate Vietnam’s emergence as a regional 5G leader, following the GSMA’s earlier predictions of substantial 5G investment growth in the Asia Pacific region.

Discussions emphasized the importance of public-private partnerships in expanding mobile coverage and improving digital literacy. Stakeholders examined frameworks for trusted data sharing and governance, including the implementation of GSMA Open Gateway Common Network APIs to establish a secure digital environment, building on successful implementations by other regional telecom providers.

The event concluded with calls for enhanced cross-sector collaboration to create a resilient digital ecosystem that balances innovation with consumer protection.
