Vietnam’s national blockchain platform NDAChain has completed what its operators describe as the country’s first cross-border on-chain identity transaction, with participants in Vietnam and Indonesia exchanging verified mobile credentials without transferring raw personal data across the border.
The demonstration took place at the launch of the On-chain Finance Network during the Vietnam FinTech and RegTech Immersion Program 2026 in Ho Chi Minh City. It relied on NDADID, a self-sovereign identity layer developed by PILA and built on NDAChain, in which citizens hold their credentials in their own wallets, typically on a smartphone, rather than submitting personal data to recipient systems. Only the verified credential, not the underlying identity data, crossed the border. GOE Alliance Executive Board member and R&D Director Tony Tran said: “What we demonstrated today is not a pilot program or a whitepaper. It is a working proof.”
NDAChain itself is a permissioned Layer 1 blockchain operated by a consortium of 49 public and private validator nodes, including state agencies and major Vietnamese enterprises. It uses a Proof-of-Authority consensus model enhanced with Zero-Knowledge Proofs for privacy and can process up to 3,600 transactions per second. NDAChain Architect Huy Nguyen said the proof-of-concept shows Vietnam “can also master and contribute core trust infrastructure” to international standards, while TOTM Labs Head Chan Wei Jie said verified credentials “establish digital trust and serve as the foundation of business transactions.”
Indonesia was picked as the first bilateral partner in part because trade between the two countries reached $17.2 billion in 2025. The PoC is a private-sector complement to Vietnam’s 2026 universal digital ID target, which calls for every adult citizen to hold a verified digital identity by year-end, typically through the VNeID smartphone app. It also builds on the cross-border openings created by Vietnam’s extension of VNeID to foreign nationals, which began in July 2025. Vietnam has also been exporting its digital ID stack regionally, as seen in Vietnam’s work with Laos on a national digital ID system.
